  right to observe\, pose questions\, and make representations at Council m
 eetings subject to the conditions outlined in the Your Right to Speak poli
 cy.\n\nYou can find the Meeting’s Agenda and Papers at least three days 
 in advance online\, on the Council’s noticeboard outside the Beethoven C
 entre\, Third Avenue W10 4JL\, or by subscribing to receive email notices 
 of Council and Committee meetings.\n\nNo need to register\, but residents 
 can submit questions in advance &amp\; read papers at the QPCC website: ht
